Water Scarcity in Enugu State.
What government is not doing well.
It is surprising to find out that Ndi Enugu is still suffering from water Scarcity.
The current administration had given a 180day timeline from the date of it's inauguration to address the above.
They could not keep the promise because they thought everything is politics and that you can just talk anyhow.
Some promises have timelines and timelines evaluate the achievement or performance of a promise.
PNM and his co-travellers and praise singers have run out of excuses.
The people are suffering, some are wailing and others praying for divine intervention in 2027.
A critical evaluation of the situation calls for policy actions as below:
Government of Enugu State should stop flooding everywhere with pictures and videos and pursue a mix of the policies enunciated hereunder :
1. Actual Rehabilitation and Expansion of Water Infrastructure.
Rehabilitate old waterworks like Ajali and Oji River water schemes.
Expansion of pipeline networks to cover underserved rural and urban areas.
Introduce water meters to reduce wastage and ensure fair billing.
2. Investment in Boreholes and Solar-Powered Water Systems
Install solar-powered boreholes in rural and semi-urban areas to reduce dependence on the unreliable power grid.
Ensure borehole construction follows hydrogeological assessments to avoid over-extraction.
3. Rainwater Harvesting and Storage Systems
Promote rainwater harvesting at household and institutional levels, especially in schools, hospitals, and markets.
Provide incentives/subsidies for installing storage tanks and filtration systems.
4. Water Quality Monitoring and Treatment
Establish and fund water quality labs to regularly test and treat water sources.
Promote affordable household water purification systems (filters, chlorine tablets, etc.).
5. Public-Private Partnerships (PPP)
Encourage PPPs to fund water projects, focusing on innovation, accountability, and sustainability.
Offer tax incentives for private sector investments in water infrastructure.
6. Community Water Management Committees
Train and empower local water user associations to manage community water points, collect fees, and maintain systems.
Promote water education campaigns to reduce wastage and improve hygiene.
7. Policy and Governance Reforms
Update the Enugu State Water Law to support decentralization, private sector involvement, and consumer protection.
Strengthen the capacity of the Enugu State Water Corporation (ENSWC) with adequate funding and technical training.
8. Leverage Donor and NGO Support
Partner with international donors, NGOs, and development agencies (e.g., UNICEF, World Bank, USAID) for funding, technical support, and implementation of best practice.
This is not exhaustive and in our opinion ENSG has pretended for too long to be helping us but the people have discovered their antics and gimmicks.
